feat(bulkProcessing): ongoing job conflict alert DEV-1405 (#7181)

### 📣 Summary

Bulk transcription and translation now warn you when you try to process
submissions that are already being processed by another job.

### 💭 Notes

Changes here:

**alertValidators.ts**
- Implemented `validateConflictingJob()` which checks if selected
submissions overlap with ongoing jobs
- For transcription: blocks if the same field already has a
transcription running
- For translation: blocks if the same field has translation OR
transcription running (translation needs to read from transcripts, so
transcription jobs lock the input)
- Returns the list of conflicting UUIDs so the modal can filter them out

**alertValidators.tests.ts**
- Added unit tests for `validateConflictingJob`

### 👀 Preview steps

1. ℹ️ Need a project with an audio question and at least 5 submissions
with audio attached
2. Go to Project → Data → Table
3. Select 3 submissions, use the header column transcribe option, pick a
language, start it
4. While that's running, select those same 3 submissions again plus 2
new ones (5 total)
5. Use use the header column transcribe again
6. 🟢 Alert appears: "Another bulk process is already in progress, please
let it finish first"
7. 🟢 Says "3 submissions" somewhere in the message
8. 🟢 Modal description says "Your 2 audio files..." instead of 5—the 3
conflicting ones got filtered
9. Hit "Start Transcription" with those 2
10. 🟢 Works fine (they're not conflicting)
