docs(rfd): Promote RFD D24 to RFD 095 (#858)

`docs/rfd/drafts/D24-stable-event-identifiers.md` moves to
`docs/rfd/095-stable-event-identifiers.md`, leaving the draft stage and
taking the next available RFD number. All cross-references in D25, D52,
D54, D58, and `priority.json` are updated from `D24` to `095`.

Alongside the move, the RFD content is refined: the Motivation section
now distinguishes RFD 051 (conversation-level sub-agent workflows, not
an event-ID consumer) from RFD D52 (request/response event linking, a
real consumer), the `EventPayload` enum gains an `Unknown` variant to
preserve lossless round-tripping of unrecognized entries, and the
implementation plan's phases are expanded with the additional call sites
(`TurnMut::build`, `sanitize_orphaned_tool_calls`, projection's
ephemeral entries) and tests these clarifications imply. The
now-superseded "Required by: RFD 029, RFD 049, RFD 051" line is dropped
from RFD 048, which no longer has an accepted RFD depending on it in
that way.
