Remove dead @@last_update class variable from Language

Its only reader, self.update_recent_translations, was already fully
removed/commented out with no live caller anywhere in the app. Part
of the #3589 thread-safety cleanup: no fix needed here since there
was nothing left reading this value - just dead weight to delete.
Also drops test/language_extensions.rb's last_update= setter, which
existed only to support this dead mechanism.
