feat: add clamp + scalar_parse shared-helper fences (per-helper families) (#786)

Adds two bbtool fence families, one per shared helper: `clamp` (hand-rolled
two-sided-clamp reimplementations of bb_num's bb_clampi/bb_clampf) and
`scalar_parse` (hand-rolled bb_url_parse_bool/bb_url_parse_uint definitions
duplicating bb_scalar's parsers). One module per helper keeps each
lockdown/draindown independently seedable and makes a future helper's
fence (e.g. a one-sided saturating-subtract idiom) a turnkey new module.
Seeds draining baselines at the current sites (5 clamp, 2 scalar_parse) so
new composition never adds another hand-rolled duplicate.
