refactor: generalize di-fence into a unified fence command (families, .baseline/, shrink-only) (#785)

- move DI legacy scanners into scripts/bbtool/fence/di_legacy.py, a fence
  "family" module auto-discovered by the generic engine in fence/_base.py
  (turnkey: a new family is just a module with _scan_* functions, no
  manual registry edit)
- migrate scripts/bbtool/di_legacy_baseline.json -> the per-family
  convention .baseline/bbtool/fence/di_legacy.json (content unchanged)
- add unified `fence` command (--family, --update-baseline, --seed);
  --update-baseline is now shrink-only (prunes removed entries, never
  blesses a net-new occurrence); --seed is a separate one-time path for a
  brand-new family with no baseline yet
- keep `di-fence` as a thin back-compat alias for `fence --family
  di_legacy`
- Makefile: add `fence` target, wire it into `check` (replacing di-fence);
  keep `di-fence` as an alias target
- update CLAUDE.md + scripts/bbtool/README.md di-fence references
- port di-fence scanner tests + add engine/CLI tests for multi-family
  discovery, shrink-only update-baseline, seed, and alias equivalence
