feat(rippling): sysadmin analytics reliability bullseye (reply->take by drive-time ring)

Adds the reliability bullseye to the rippling sysadmin analytics tab: reply->take
conversion by drive-time ring (offerer at the centre, each ring a drive-time band,
dashed ring = the 30-min reach edge), derived from the live routing drive-time sample.
Backend ring computation in rippling/analytics.go (+ test), component SVG rings + spec.
