feat: extract bb_wifi_http route bundle; sever http/json/openapi from bb_wifi core (#777)

- new opt-in bb_wifi_http component: relocates GET /api/wifi, POST
  /api/scan, PATCH /api/wifi (CONFIG_BB_WIFI_RECONFIGURE), and the
  bb_json-based wifi emitters (bb_wifi_emit_section/status) out of
  bb_wifi's STA core, registering on the shared bb_http_server
- bb_wifi core CMakeLists sheds bb_http/bb_http_server/bb_json/
  bb_openapi/bb_cache; bb_wifi.h no longer includes bb_json.h
- BB_WIFI_ROUTES_AUTOREGISTER Kconfig relocates to bb_wifi_http (same
  symbol name, existing sdkconfig files unaffected); di-fence marker
  bb_wifi_routes relocates unchanged (0 new markers)
- bb_health switches to bb_wifi_http.h for bb_wifi_emit_status (no new
  dependency weight -- bb_health already required bb_http/bb_json/
  bb_openapi directly)
- smoke composes bb_wifi_http to keep today's routes working; a
  minimal STA-only image can now omit it entirely
