* fix(_deploy): switch to --squash merge for Verified badge on infra commits

--rebase via GitHub API creates an unsigned server-side commit (no Verified
badge). --squash produces a single commit signed by GitHub web-flow, which
satisfies the signed-commits ruleset and shows Verified in infra-tf history.

* fix(_deploy): pin squash commit subject to fix grep fallback

Without --subject, GitHub appends " (#N)" to the squash commit message,
breaking the git log --grep fallback that looks for an exact match.
Pinning the subject makes the commit on main deterministic regardless of
infra-tf repo settings, so rollback via git revert always resolves the SHA.
