feat: add bb_config typed config layer over bb_storage (#772)

- typed get/set/erase/exists accessors (bool/u8/u16/u32/i32/str/blob) over
  bb_storage's blob-only vtable, byte-encoded via bb_core's bb_byte_order
  helpers
- caller-owned static field descriptors, no registry, composition-only
- 100% host-covered against bb_storage_ram, wired into examples/smoke to
  prove espidf compilation
