Fix issues with the pex_binary reference doc page (#23508)

## Changes
- Replace angle-bracket hyperlinks with bare parenthesized URLs to avoid
rendered `&#x3E;` text, which was the case for some external scie
pex_binary help links
- Keep the a-scie URL continuous. A space was breaking the URL
- Normalize help strings so `softwrap` does not preserve source
indentation.

## Testing
I ran `pants help pex_binary` to observe the fixes for the a-scie URL
and layout
