Fix rustfmt drift and a genuine unused-mut clippy warning

cargo fmt --all reformats two long expressions in running/deadline.rs
and a long test function signature in tests/integration/capture.rs.
Separately, prefer_local_resolves_the_program_before_the_system_path
declared its Command binding mut but only mutated it inside a
Windows-only cfg block, which clippy correctly flags as unused on
non-Windows targets; switched to the same runtime cfg!(windows)
reassignment pattern already used by the neighboring test.
