Add Command::prefer_local for project-local bin directory resolution

Add a builder that lets callers register project bin directories (e.g.
node_modules/.bin, target/debug, a vendored toolchain) to be checked first
when resolving a bare program name, before falling back to PATH, reusing
the existing PATHEXT-aware probe_dir logic and surfacing prefer_local
directories in Error::NotFound's searched list.
