revert: restore known-good lockfile (fix broken pika build tool)

`npm audit fix` (commit 13a255c) dropped @pika/cli from the tree, which
provides the `pika` bin, so `npm run build` and `pika publish` failed with
"pika: command not found" (verified via clean npm ci on Node 12).

Restore package.json and package-lock.json to bf2ac2c -- the lock that
built and successfully published 1.29.23. Verified on Node 12.22.12:
npm ci links the pika bin, `npm run build` produces pkg/, and the built
binary downloads and runs Talisman v1.37.0 (exit 0).
