chore: regenerate lockfile with npm 6 and apply npm audit fix

Regenerate package-lock.json natively under npm 6.14 (CI's npm) and apply
`npm audit fix`, bumping the semver devDependency (^7.3.8 -> ^7.8.5, ReDoS).
Stays lockfileVersion 1 with the same pinned toolchain (@types/node 14.11.2,
typescript 4.0.3); no production dependency changed and consumers still see
0 vulnerabilities (npm audit --omit=dev). Verified with `npm run check`
under Node 12.22.12 / npm 6.14.16.
