feat: DI legacy ratchet-fence lint (freeze glue surface shrink-only) (#763)

- adds bbtool di-fence subcommand: scans BB_INIT_REGISTER family, AUTOREGISTER/AUTO_ATTACH kconfig+usages, pub-captive-sink, and display/linker force-keep markers against a committed baseline, failing only on net-new occurrences
- freezes the legacy DI glue surface as shrink-only ahead of a broader composition-based refactor, and wires di-fence into the `make check` target so CI enforces the fence on every PR (also runnable standalone via `make di-fence`)
