Add API2 error-constructor contract test (lost from #4694)

This table-driven test — exercising every API2 error class that has a
custom constructor — was written for the #4694 coverage cleanup but was
left untracked and never committed, so it never reached main or CI. It
only surfaced when running the full local suite (which picks up the
untracked file). Adding it now, corrected for two things that changed in
the meantime:

- API2::BadNotesFieldParameter was deleted (65d87d5bec); removed from the
  case table. test_every_custom_constructor_is_covered confirms the rest
  matches the current custom-constructor classes.
- User.current= was removed by the User.current sweep; the error classes
  need no current user, so that setup line is gone.

Rails.application.eager_load! runs in setup (not one test body), so every
error constant is loaded regardless of test order. Verified across seeds
1/999/42.
