* fix: derive polling repo owner/name from payload URL to handle renamed repos

Normalize GitHub polling rows using the owner/repo parsed from the API payload URL instead of the stale watched-repo config. This ensures events on renamed repos (e.g. lsm/neokai -> lsm/HyperNeo) are emitted with topics that match subscriptions built from the current PR URL. Falls back to the watched config when the payload URL is missing or malformed, and warns when the derived repo differs.

* refactor: make html_url fallback real by parsing github.com/{owner}/{repo}

Extend parseRepoFromUrl to match both /repos/{owner}/{repo} API URLs and github.com/{owner}/{repo} HTML URLs, with a negative lookahead to avoid mis-parsing api.github.com/repos/{owner}/{repo}. Added a test for deriving the repo from html_url when the api url is missing.
