refactor(nwo): flexible committer-x container configuration (#1560)

* this commit introduces a fluent configuration API for the fabric-x committer test container. Instead of hardcoded defaults ("SC", "Org1") scattered across the codebase, configuration is now centralized in a new CommitterConfig struct on a fabricx.Topology wrapper type. The PR also cleans up boilerplate (utils.MustGet), lowers two noisy log statements from Info to Debug, and fixes anchor-peer handling in configtx_template.go.
