ci: adopt shared jhheider/rust-ci workflows; strip em-dashes (#32)

Replace check-and-lint.yaml + test.yml + audit.yml with thin callers into
jhheider/rust-ci@v1 (reusable ci/audit), keeping the 3-OS matrix, coverage,
and the reference/** paths-ignore. Adds the shared style.yml gate (with
reference/ exempt, since it holds verbatim RFC text) and strips em-dashes and
en-dashes from prose and UI strings so it passes. Drops the redundant
`cargo check` job. release.yml is left for a dedicated release pass.
