docs(era-book): write back v6 dup issue numbers (W6.99/WP6.3/4/6/7/8 → fsl#1412-1416)

The dedup found six v6 register items marked issue:null were already filed as the
projection-B decision records fsl#1412-1416. Per the merge-not-just-link rule,
folded each register item's newer implementation detail into the surviving issue
(notably #1414 gained the define_canonical()/jssm_compiler.ts:149 code locations),
then wrote the issue numbers back into the register so it stops claiming they're
unfiled.

Blind-filing would have created 6 duplicates of #1412-1416.
