Remove dead ActionView::LogSubscriber override

lib/core_extensions/action_view/log_subscriber.rb prepended overrides of
render_partial/render_collection to promote them from debug to info, and
config/initializers/monkey_patches.rb existed only to load and prepend
it. Rails 7.2 gates both events behind subscribe_log_level(:debug), so
the overrides are never called at info level (their intended target) —
the enabling re-subscribe line was left commented out. They sit at 0%
coverage. See the PR description for the full rationale and how to
restore the feature if wanted.

Verified: boots and eager-loads with both files gone; view-rendering
controller tests pass (logging path unaffected).
