fix(notification): refresh cached seen flag on refetch so read notifications stop showing as unread

fetchList() cached each notification in listById on first fetch and never
updated it ("Notifications are immutable"), so byId() rendered a stale
unread state after `seen` flipped true server-side (e.g. after reviewing a
microvolunteering "post to check"). Refresh `seen` in place while keeping
the object reference, so content stays immutable but the badge/highlight
clears on the next poll.

Surfaced while reviewing Discourse 9856; a self-contained store-correctness
fix, not claimed as the fix for that report.
