feat: emit reactive events from bb_mdns_cache presence writes (#753)

- cache_upsert() now calls bb_cache_reactive_register/_update instead of
  the plain bb_cache variants, so hello and re-query writes fire
  on_register/on_change for reactive observers (presence appear/refresh).
- add bb_cache_reactive to bb_mdns_cache's PRIV_REQUIRES; public header
  bb_mdns_cache.h stays free of the reactive dependency.
- no-op when CONFIG_BB_CACHE_REACTIVE_ENABLE=n (passthrough shims).
