docs(eras): 5.x milestone-tagging + charset reconciliation (WP-7 5.x slice)

Increment 9. Moved forward on 5.x:
- Live-verified all 30 e0 rows still open (no snapshot drift) and milestone-tagged
  them to fsl #48 "The Long Goodbye". #48 now shows 31 open (30 e0 + umbrella
  #1418), so the 5.x burn-down is visible on the tracker.
- Reconciled the book-vs-ledger charset drift: #505/#1195-#1199 are e1/v6 (under
  the #1379 unicode umbrella), NOT 5.x. Corrected the era-book 5.x onepager, which
  had compressed them into 5.x prep.
- Noted #1307 (npm ranking) as satisfied by the executed jssm drain; stays open,
  closes when the KEEP items clear at 6.0.

Next on 5.x is the code burn-down (WP-1 audit, WP-6 dragon, WP-2 fixes), which
ships as 5.158.x patches from protected main and needs a worktree + per-action OK.
