feat: add bb_cache_routes component (GET /api/cache?key= pull face) (#741)

- add bb_cache_routes component: REST pull face over bb_cache, sibling to bb_cache_reactive's push face
- register GET /api/cache?key=<key> returning the key's enveloped {ts_ms,data} snapshot via bb_cache_get_serialized
- add pure host-testable status mapper (cache_route_status.c) covering BB_OK/BB_ERR_NOT_FOUND/BB_ERR_INVALID_STATE/BB_ERR_NO_SPACE/other -> 200/404/404/500/500, 100% branch coverage
- add Kconfig knobs CONFIG_BB_CACHE_ROUTES_AUTOREGISTER (default n) and CONFIG_BB_CACHE_ROUTES_BUF_BYTES (default 768), bridged via the bb_cache.h ESP_PLATFORM/sdkconfig.h pattern
- wire native host-test harness: test_main.c forward decls + RUN_TEST, native_scaffold.py COMPONENT_MAP, platformio.ini custom_bb_components, Makefile gcovr filter
