feat: add bb_fmt component (bb_fmt_hex/mac6/bool) (#740)

- add bb_fmt_hex for hex-encoding bytes with optional separator
- add bb_fmt_mac6 convenience wrapper for MAC address formatting
- add bb_fmt_bool as inverse of the codebase's canonical true/false spellings
- register bb_fmt in native test harness (test_main, scaffold, platformio.ini, makefile coverage filter)
- add 100% line+branch coverage host tests
