test(collectors): assert per-database connections stay within concurrency limit

Add a regression test mirroring the exact primitive every multi-database
fan-out collector uses -- a semaphore sized to get_max_db_concurrency() gating
ephemeral open_db_connection calls -- with more tasks than permits. It records
the peak number of simultaneously-open connections and asserts it never exceeds
the limit, guarding the bounded per-database connection footprint against a
future change that drops or weakens the semaphore.
