refactor: adopt bb_strlcpy in bb_nv/bb_ring_diag/bb_partition, retire copy_str/bounded_copy (#731)

- bb_nv.c: replace hand-rolled copy_str with bb_strlcpy, add bb_str dep
- bb_ring_diag.c / bb_partition.c: replace raw libc strlcpy with bb_strlcpy, add bb_str dep
- native_scaffold.py: add bb_str to bb_nv's COMPONENT_MAP depends for host consumers
- bb_nv_creds_mirror.c's bounded_copy left in place: its NULL-src-as-empty-string
  contract (tested by test_nv_creds_mirror_null_{ssid,pass}_treated_as_empty) differs
  from bb_strlcpy's documented "src == NULL is invalid, not checked" contract
