feat: add bb_kv_parse — comma-separated key=value string parser (#725)

Pure, allocation-free "key=value,key=value" parser (slice-based, const
input) for pushing name-value pairs through sdkconfig strings — first
consumer is per-tag log levels. Lives in its own bb_kv component (opt-in,
not bb_core) since only kv-parsing consumers pull it in.
