feat: telemetry envelope {ts_ms,data} — bb_cache owns ts, producers stripped, WS frame hoisted (B1-570) (#712)

- bb_cache_get_serialized/bb_cache_post wrap output as {"ts_ms":n,"data":{...}};
  ts_ms is stamped in bb_cache_update (owned mode) or at snapshot() read time
  (getter mode) — bb_cache_serialize_into stays raw for section embedding.
- strip ts_ms gather/emit from bb_pub_power/fan/thermal/info/wifi and
  bb_net_health telemetry sources — bb_cache now owns the timestamp.
- envelope the legacy bb_pub_register_source sink-delivery path (bypasses
  bb_cache) so every sink-delivered topic carries the same wire contract.
- hoist ts_ms/data to the WS frame level in bb_sink_ws so the dashboard reads
  a uniform {ts_ms,data} shape across REST/SSE/WS without double-wrapping.
