fix: board-conductor uses the existing test tool instead of reinventing it (#30)

- add a leading doctrine: find and drive the project's test tool (named CLI, scripts/, make target, native runner); never hand-roll Bash/curl/python to do what a tool command already does
- hand-rolled scripting is a last resort, stated when used
