ci: gate firmware build on changes, add fleet py-test gate, concurrency (#615)

- board build matrix runs only on PRs when firmware paths change (via centralized path-changes reusable workflow); skipped on ui/docs/tooling-only PRs and on merge-to-main
- new py-tests job runs the fleet unittest suite, gated on scripts changes; installs fleet requirements; no coverage
- concurrency cancels superseded PR runs (never main)
- summary gate uses the shared ci-result-gate action; webui-check/native-test still required, build now skip-tolerant, e2e cancel still fails
