Fix document path to include hash-router prefix

The document record's path was /blog/<slug>, which combined with the
publication url gives https://karanshukla.ca/blog/<slug> - a URL that
404s, since this site uses createHashRouter with no GitHub Pages SPA
fallback. The real, resolvable URL is /#/blog/<slug>.

Bumps RECORD_SCHEMA_VERSION so the existing published post gets
republished with the corrected path even though its content hash
would otherwise be unchanged.
