Allow overriding the standard.site login identifier via secret

Wires PDS_IDENTIFIER through to the standard-site.yml workflow as a
secret, so the login identifier for publish_standard_site.py doesn't
have to be the hardcoded karanshukla.ca handle. Accepts either a
handle or a DID; a DID is recommended since it's stable across future
handle changes, whereas record creation already resolves to the
account's DID regardless of which form was used to log in.

Also fixes os.environ.get(...) calls to treat an empty-string secret
(what GitHub Actions sets when a referenced secret doesn't exist) the
same as unset, so the karanshukla.ca fallback actually applies.
