[DOC] Update property docstrings for `ruff 0.15.20` conventions (#309)

ruff 0.15.20 (installed unpinned by `make install-lint`) enforces the preview rule
`property-docstring-starts-with-verb`: a property's docstring summary should describe
the returned value as a noun phrase, not read as an imperative command. All existing
property docstrings that opened with "Get the ..." / "Return the ..." now start with a
noun phrase (e.g. "The device of the linear operator."), leaving the `Returns:`
sections unchanged.

Files: blockdiagonal.py, eigh.py, examples/__init__.py, kfac_utils.py, kronecker.py,
test/utils.py. `make ruff-check` and `make ruff-format-check` are green under ruff
0.15.20; no code behavior changes.
