Leverage `qiskit-pyo3-ffi` (#150)

* [wip] use qiskit-pyo3-ffi for pyext crate

This uses Qiskit's new `qiskit-pyo3-ffi` crate for the `pyext` crate to
avoid the hard-coded linking against a locally compiled Qiskit
acceleration binary. This _should_ unlock Windows support for the Python
package.

* ci: greedily apply necessary pipeline changes

* ci: attempt some pipeline fixes

* ci: ensure sed -i works across OSs

* fix: enforce mutually exclusive cext and pyext features

* ci: vendor the `qiskit-pyo3-ffi` crate

Qiskit 2.5.0 released yesterday, so we no longer need to forcefully pull
the release candidate version.

I also discussed with @jakelishman that we can vendor the
`qiskit-pyo3-ffi` crate for the time being. Long term, this will
hopefully get published as a crate itself, allowing us to pull it in
automatically.

* docs: update installation instructions

* refactor: minor clean-up of build script assertion
