ci: fix release publish broken by pnpm version output format (#103)

pnpm version prints "toad-cache: 3.7.2 -> 3.7.3" to stdout instead of a
clean "v3.7.3" like npm version. Capturing that stdout into NEW_VERSION
and writing it to $GITHUB_OUTPUT failed with "Invalid format", killing
the job before the npm publish and GitHub release steps.

Read the bumped version from package.json instead, so the output value
is a clean tag string. This has silently blocked npm publishes since
3.7.2 (npm latest is still 3.7.1).
