docs: file accept balancing as a Phase 4 (operability) concern

The measured SO_REUSEPORT distribution (3.75:1 at 64 connections, the
hottest worker setting the saturation ceiling) goes in the plan next
to hot restart, whose SCM_RIGHTS fd-passing is one of the two
candidate fixes; the other is an SO_ATTACH_REUSEPORT_EBPF balancer.
