fix(bulk-offer): show a per-item "no longer available" state

Complete the availability display: when an item is marked no longer available
(e.g. via the external secret-link update page), reflect it per item, not just
in the total count.
- ClearanceManageItem (owner manage): strike the name, show a "No longer
  available" badge, and treat remaining as 0 so it isn't offered for allocation.
- BulkItemsInterest (public post): show "No longer available" and disable the
  "Yes please" pick so a taken item can't be requested.
