preserve "pyside2" test in dedicated resolve (#23460)

In https://github.com/pantsbuild/pants/issues/12390 we ended at
"ignorance persists" so I want to be cautions about dropping any related
tests, but pyside2 version used only supports the (now EoL) Python 3.9.
I'm trying to preserve the test in two different ways as we move towards
dropping 3.9 from the bundled tool lockfiles:
 * Breaking out a 3.9 specific resolve (like we do for black and pylint)
* Using the "5.12.2.1" version of pyside2, which does support Python
3.10

following the pattern we used for Black.
