feat(fleet): add SSE churn load-generation suite for fragmentation validation (#611)

- add suites/churn.py: per-host concurrent SSE churn workers loop
  connect/read-small-chunk/close against GET /api/events?topic=<topic>
  to force full per-client SSE buffer+task allocation, fragmenting
  internal heap to validate the STATIC_POOL anti-fragmentation fix
- sample heap health concurrently via the existing monitor.poll /
  _sample_device machinery (info+heap fields) with the standard
  detectors_from_criteria set; no sampling/detection logic duplicated
- per-host isolation: failed churn cycles and failed samples skip and
  continue (mirrors soak's get_json->None pattern); one thread per host
- summary + out-json/samples-out record free_min, min_free,
  largest_block_min, sample_count, churn_conns, anomaly_count; reuses
  soak's _append_sample_to_file row shape so results are diffable
- register churn in suites/__init__.py + commands/__init__.py; add
  churn.txt help snapshot + manifest entry; refresh root.txt
- add tests/test_churn.py: connect/close cycle counts, concurrent
  sampling records largest_block, unreachable-host isolation,
  per-host summary aggregation
