chore: disable bb_pub store-and-forward ring fleet-wide (no store-and-forward use case) (#613)

- sdkconfig.defaults: CONFIG_BB_PUB_BUFFER_ENABLE=y -> n; TM has no store-and-forward
  use case on any board. Removes the ring code path and its up-to-~5.6 KB TRANSIENT
  internal-heap allocation during sink outages on no-PSRAM boards — no standing BSS
  was reserved before or after (BUFFER_STATIC=n, lazy heap). ~2.8 KB transient avoided
  on S2; no-op on PSRAM bitaxe (ring lived in SPIRAM).
- sdkconfig/esp32-s2-mini: update stale comment on CONFIG_BB_OTA_PULL_MIN_FREE_HEAP_BYTES;
  ring is disabled fleet-wide, store-and-forward is no longer available.
- sdkconfig/bitaxe: remove dead CONFIG_BB_PUB_BUFFER_MAX_ENTRIES=16 and stale comment
  about always-on mode ring size (ring disabled fleet-wide via BUFFER_ENABLE=n).
