Add Desikan-Killiany atlas (68 regions) via ENIGMA conte69 surface

Bundles the DK FreeSurfer surface atlas as MNI-space coordinates, closing the
last gap from the atlas design note (16 atlases total). ENIGMA ships DK as a
per-vertex label vector on the conte69 (fs_LR, ~MNI) surface, not centroids, so
the generator averages vertices per parcel and assigns the 68 region names by
Hungarian-matching each parcel to published DK centroids, asserting the match
residual stays small (medial-wall parcel dropped). Coordinates pass the same
L/R-flip + MNI-box sanity checks as the other atlases.

Also hardens scripts/generate_atlas_data.py downloads: detect HTML redirect
pages and fall back to curl, and skip (not crash) on a bad AAL archive — the
gin.cnrs.fr host redirects inconsistently.
