(fix) bump checkout/setup-go/goreleaser-action to node24-runtime majors (BUG-002)

actions/checkout@v4, actions/setup-go@v5, and goreleaser/goreleaser-action@v5
were pinned to node20-runtime majors, triggering GitHub's "Node 20 is being
deprecated" runner warning on every workflow run. Bumped to @v7, @v6, and @v7
respectively (all node24), with no breaking changes for this repo's usage.
shogo82148/actions-goveralls@v1 was already node24; dominikh/staticcheck-action
and reecetech/version-increment are composite actions and weren't the source
of the warning, so both are left as-is.
