(fea) setup cli infrastructure (#1)

* (fea) bootstrap arc CLI skeleton, CI workflows, and release pipeline

Implements the 001-cli-infrastructure feature: a buildable Cobra root
command (cmd/arc) with --help/--version support and E2E acceptance
tests, PR-gating check-test/check-code GitHub Actions workflows, and
a GoReleaser-driven build/release pipeline with a govulncheck gate.
