refactor: centralize NVS key names in bb_nv_keys.h + fold bb_pub namespace into bb_nv_namespaces.h (B1-460) (#641)

- add bb_nv_keys.h SSOT for cross-component NVS key strings (headers, path_tmpl, client_id, tls_ca, tls_cert, tls_key)
- add BB_PUB_NVS_NS to bb_nv_namespaces.h; move BB_PUB_NVS_KEY_INTERVAL/ENABLED into bb_nv_keys.h, dropping bb_pub.c's local #defines
- replace local HEADERS_NVS_KEY #defines and raw path_tmpl/client_id/tls_* literals with the shared constants across bb_sink_http, bb_sink_http_telemetry, bb_mqtt, and bb_tls_creds
- migrate matching raw literals in host tests to the shared constants
- add a byte-identical guard test asserting every SSOT namespace/key constant matches its exact legacy string value
