test(web): use advanceTimersByTime instead of setSystemTime

Replace all jest.setSystemTime() calls with jest.advanceTimersByTime()
in the useProgressTracking tests to align with project test conventions.

The change improves consistency with the documented pattern in
src/test-conventions.md, which emphasizes using advanceTimersByTime()
to advance fake timers deterministically. This approach uses relative
time advances instead of absolute time values, making the tests more
explicit about what time deltas they're testing.
