refactor: migrate /api/diag/net to bb_net_health satellite (#637)

- bb_net_health now owns GET /api/diag/net via BB_INIT_REGISTER,
  mirroring bb_partition's ownership of /api/diag/partitions (B1-456)
- gated by new CONFIG_BB_NET_HEALTH_ROUTES_AUTOREGISTER (default y)
- removed the route + schema block from bb_diag_routes.c; dropped the
  now-unused bb_net_health REQUIRES/include from bb_diag
- /api/diag/sockets stays in bb_diag (unchanged)
- added bb_net_health to examples/smoke SMOKE_REQUIRES since it is no
  longer pulled in transitively via bb_diag
- added a host fidelity test for /api/diag/net (byte-identical schema)
