[*] improve source reaper error logging (#1456)

* [*] improve source reaper error logging

Produce clean, one-line-per-failed-metric logs with the metric name,
no concatenated multi-error entries, and no double/triple logging

* add a context-scoped suppression in the log package and apply it to the
expected-failure paths in metric fetching

The net result for an error during metric fetch: instead of 3–4 ERROR
lines with full SQL dumps, we get one clean line. Raw pgx detail is
still available at debug level if we ever need it.

Errors from unexpected queries elsewhere in the codebase are unaffected
and still log at ERROR.
