* feat(efloat): implement mathematical error and gamma library (#1111)

Implement erf(), erfc(), tgamma(), and lgamma() inside math/error_and_gamma.hpp
fully complying with standard C++ <cmath> behavior.

Register math/error_and_gamma.hpp inside our master efloat mathlib.hpp header.

Create error_and_gamma.cpp inside elastic/efloat/math/ to verify all error and
gamma functions against extreme values, numeric identities, and exceptions.

Resolves #1111
Relates to parent Issue #1092, Epic #1101

* fix(efloat): resolve ASCII guard check failure on error/gamma tests

* fix(efloat): resolve CodeRabbit review comments on error/gamma library

* docs(efloat): update CHANGELOG and create final session log

Add comprehensive release entries to CHANGELOG.md under Unreleased detailing the
complete core efloat mathematical library milestone, PR numbers, and core bug fixes.

Create the final session log docs/sessions/2026-06-30_efloat_mathematical_library_completion.md
detailing the design decisions, resolved sub-issues, and foundational class-level
hardening.
